Federal Hearings and Appeals Services (FHAS) is a URAC-accredited Independent Review Organization (IRO) and URAC-accredited Health Utilization Management (HUM) organization, and a national leader in medical review and dispute resolution services. For more than 30 years, FHAS has provided clinician-led, technology-enabled review solutions to federal and state agencies, commercial health plans, and government contractors. Our comprehensive suite of services spans medical necessity and utilization reviews, peer and appeals determinations, external independent reviews, prior authorization evaluations across all medical specialties, pharmacy benefit reviews, and quality audit services.
We are seeking an experienced Proposal Manager and Writer to lead end-to-end development of competitive proposals. You will translate our differentiated capabilities — accredited clinical expertise, technology-enabled workflows, and a proven track record with government programs — into compelling, compliant proposals that win. This role is designed for a proposal professional who can lead the full proposal lifecycle — from capture strategy and solution development through final submission — while translating complex healthcare and government service capabilities into compelling, competitive content. The ideal candidate understands the federal and state healthcare services landscape, brings strong proposal management discipline, and excels at developing persuasive, compliant proposals under tight deadlines. Success requires exceptional writing and editing skills, strategic thinking, attention to detail, and the ability to lead cross-functional teams in a fast-paced growth environment.
KEY RESPONSIBILITIES
Lead the full proposal lifecycle — manage strategy, kick-off, outlining, content development, color team reviews, production, and submission for federal and state opportunities across FHAS’s service lines
Write differentiated content — author management, technical approach, staffing, and past performance volumes that articulate FHAS’s right-to-win across medical necessity reviews, appeals, IDR, hearings and adjudication, prior authorization, pharmacy benefit, and quality audit services
Define win themes, discriminators, and value propositions grounded in FHAS’s 30-year track record, dual URAC accreditations, CMS-certified IDR capabilities, and ISO 9001-certified quality systems; ensure consistent messaging across all volumes
Analyze solicitations — parse RFIs, RFQs, and RFPs from federal agencies (CMS, VA, OPM, HRSA, etc.) and state Medicaid/CHIP programs; build compliance matrices, annotated outlines, and data call packages
Facilitate structured reviews — lead kick-off meetings, storyboarding sessions, and Pink/Red/Gold team reviews; translate feedback into sharper, stronger content
Collaborate with subject matter experts — interview clinicians, administrative law judges, IDR specialists, and operational leaders to capture FHAS’s unique approach in clear, evaluator-focused narratives
Translate FHAS’s differentiators visually — conceptualize meaningful graphics and work with designers to illustrate FHAS’s clinical workflows, quality management systems, and technology-enabled processes
Requirements
REQUIRED QUALIFICATIONS
Bachelor’s or Associate’s degree
5+ years managing and writing proposals, preferably in federal health or human services
Shipley training or equivalent formal proposal methodology
Hands-on experience with an automated proposal management and content platform (e.g., Responsive, Loopio, Ombud, or equivalent)
Demonstrated ability to manage multiple concurrent proposals under tight deadlines
Exceptional writing, editing, and proofreading skills — compliance, grammar, and persuasive tone
Strong ability to parse complex federal and state solicitations quickly and accurately
Experience conducting SME interviews to develop technical and management content
Proficiency in Microsoft Word and Excel; experience building and maintaining content libraries
State or federal government contracting experience required
PREFERRED QUALIFICATIONS
Responsive (formerly RFPIO) certification and/or advanced platform experience — strongly preferred; candidates with Responsive certification will be given priority consideration
APMP certification (Foundation or higher)
Experience writing proposals for CMS, Medicaid agencies, VA, OPM, or similar federal/state health programs
Familiarity with healthcare compliance, utilization management, appeals, or IDR services
Proficiency in Google Workspace, SharePoint, and Adobe Acrobat Pro
Proven use of generative AI to accelerate and improve proposal content
Desktop publishing skills for proposal formatting and production
